Haiti - Education : The official exams threatened by teachers' strike
Monday, one week after the resumption of the strike of teachers in public schools, the situation has not evolved before the intransigence of the unions. The teachers demonstrated in Port-au-Prince and other cities including in Gonaïves and Port-de-Paix to continue to demand better working conditions. A strike likely to continue, teachers stating that they will not return to their classroom as long their demands have not been met...

Nesmy Manigat, the Minister of Education reminded strikers that official examinations must take place within a month "we have already lost 15 days of the 180 school days in the school calendar. I invite teachers to return to classrooms as well as students in order to wrap the curriculum [...] I appeal to all players, so that everyone can exercise its responsibilities in relation to the protocol adopted between the government and teachers' unions."

The Minister said that more than 800 million gourdes were included in the Finance Act revised to grant wage increases (between 29% and 57%) https://www.haitilibre.com/en/news-10992-haiti-education-threat-of-indefinite-strike-the-ministry-of-education-gives-details.html and that the government had committed to give effect to the wage increase from April https://www.haitilibre.com/en/news-11075-haiti-education-the-government-formally-reaffirms-the-increase-of-teacherssalaries.html

Note that the Government has also regularized many teachers (one of the claims) by naming them as employees of the Public (6,562 appointment letters have been issued since the beginning of the fiscal year). Recall that the Finance Act was ratified by the Chamber of Deputies https://www.haitilibre.com/en/news-11069-haiti-politic-the-deputies-voted-the-revised-budget-law-2013-2014.html and that 800 million gourdes of increases, now depend on the wisdom of the Senators.

Minister Manigat believes that education is too important for Haiti and that we must avoid partisan politics on this issue "The most advanced countries know save education despite their differences [...] "

Senator Jean-Charles Moïse, however, does not seem willing to pass this law of finances quickly and intend with the G6 (6 Senators in opposition: Jean-Baptiste Bien-Aimé North East), Jean-Charles Moïse (North) Francky Exius (South), Westner Polycarpe (North), John Joël Joseph (West) and Jean William Jeanty (Nippes)) makes obstruction. He mentions that as long as Marie Carmelle Jean-Marie, the new Minister of Finance, will not present its discharge of management of public funds, "there is no question of speaking of ratification of the Finance Act."

Furthermore, he intends make modify the Finance Act revised by his colleagues "[...] A portion of the money that was allocated to the National Palace, will be reassigned [...] the respective level of treatment of teachers and police officers will be increased. Other officials will alo see an increase in their salary." A strategy that will result in a resending to the Lower House (shuttle) for a further ratification, the Finance Act, must be passed in identical terms by the two Houses. Meanwhile, it is feared that the protests of teachers are increasing at the expense of students.
