Haiti - Economy : ICAO downgrades OFNAC, Sunrise Airways collateral victim
The young Haitian airline Sunrise Airways, which provides among other things a link between Haiti and Turkey and Caicos Islands (TCI) was forbidden to operate towards the TCI, after the Organization of the International Civil Aviation Organization (ICAO) has ruled that the Authority of the Haitian civil aviation (National Office of Civil Aviation - OFNAC) did not meet all the required standards.

Philippe Bayard, the Director of "Sunrise Airways" stressed that has nothing to do with the standard at his company "We stopped operating on the route Providenciales to Cap-Haitien since the May 1st. This is a decision taken by the [TCI] CAA (Civil Aviation Authority) of TCI. For his part, Tom Swann, Head of the TCI Civil Aviation Authority, declared that the local aviation authority did not know that when they were issuing the operating certification to Sunrise Airways, recalling that ICAO carries out audits of all aviation authorities of the contracting states, to satisfy themselves that the authorities are complying with the international oversight. "We granted Sunrise the approvals (Summer 2013) at the time when we were not aware of the OFNAC status [...]"

Note indeed that in a document of 2014 from ICAO, it is mentioned "During the last years, ICAO carried out several missions and audits in Haiti and pointed out many deficiencies related to the oversight capacity of the Haitian civil aviation authority. In this regard, special attention and leadership are required to simultaneously address issues in airline operations, aerodrome operations and air traffic management [...] Full aerodrome control service is to be provided at Cap-Haitien international airport in a short term resolving a long standing deficiency."

The CAA confirms to be satisfied of standards of operation of the Sunrise Airways. "We are still satisfied with Sunrise. It [termination of license to fly to TCI] has nothing to do with the airline. It just has to do with the status of the authority."

Meanwhile, the situation is regularized, Tom Swann says that until the situation is regularized, the only way to Sunrise Airways to operate again between Haiti and Turkey and Caicos Islands, is to changes its allegiance to another country that has the approval of the ICAO.

For his part, Philippe Bayard said that his company was working with the Haitian authorities to rebuild the aviation authority of Haiti, so that its ratings and classification can be restored.
