Haiti - Politic : Toward the validation of professional experience in Haiti
Wednesday, at the initiative of the Office of Management and Human Resources (OMRH), a workshop of study and training on Validation of Prior Work Experience (VAEP) was held at the Hotel Montana for human resources managers of public institutions.

This workshop is the result of a partnership between OMRH, the Ministry of National Education and Vocational Training and the Quisqueya University, with the technical support of experts from France Université Paris Est Créteil (UPEC).

Note that the Validation of Prior Work Experience (VAEP) is a measure that allows anyone, regardless of age, educational level or status, to validate the achievements of his experience to get a professional certification (three years experience related to the content of the certification referred are usually required).

The interventions have focused on the modalities of implementation interministerial of devices of VAEP, with the following objectives :

1) The establishment of an inter-ministerial working group on the development of VAEP in Haiti;

2) The accompaniment of the ministries and public services of Haiti in the development of strategic plans for the development and updating of skills of professionals and public servants for each sector of activity.

Indeed, the internationalization of devices of VAEP requires their adaptation to the economic, educational and social Haitian realities. Thus, to implement these devices in Haiti, a strategic plan of development and updating of skills is considered particularly through qualifying and modular training.

In his speech, Nesmy Manigat, the Minister of Education declared, "Haiti must now take this route because of its innovative scope. This is the best way to solve the problem of the non-certified workers but which have several years' experience," referring to the situation of many teachers working in the Haitian education system.

Mr. Lumarque, Rector of the University Quisqueya stressed the positive impact that such an approach would have on the Haitian economy stressing that "the school is not the only place to acquire knowledge and skills, this is why, we must take into account those who exercise a profession without having specific studies. The accumulation of several years of experience should be subject of recognition."

For Mr. Uder Antoine, General Coordinator of the OMRH the VAEP internationalized for some time, is an important feature in the context of the reform of the Haitian State "A consideration of the acquired experience of public servants will lead them to be more motivated, while updating their skills [...] it allows a better management of skills and is an excellent tool for social advancement of the individual."
