After a preliminary report on the facts, the CSPN decided to adopt the following measures :

• An investigation is already open by the General Inspectorate of the National Police of Haiti (IGPNH) to determine the responsibility of the police force of the National Penitentiary Administration (APENA) and take appropriate sanctions ;

• An international search warrant has already been launched against the escapees. Dominican authorities, U.S. Marshall, Interpol and other partners are already mobilized to collaborate with the efforts of the Haitian authorities to capture escaped prisoners ;

• A reward of one million gourdes is available for any citizen which would have provided relevant information to arrest the fugitive Clifford Brandt ;

• A task force composed of agents specialized units of the PNH is set up to track the prisoners until their last entrenchments ;

• A coordination cell is constituted to the Ministry of Justice for the purpose. The public will be regularly informed of the progress of the case ;

• A-high-level Joint Commission was formed to conduct a thorough investigation of the situation.

Furthermore, in order to reassure the public and prevent the escape of the escapees, the high command of the PNH already completed the border areas and strengthened security at the capital and provincial cities.
