Haiti - Justice : Late Registration of Birth, easy and free
Me Jean Roudy Aly, the Director General of the Ministry of Justice and Public Security (MJSP) recalled that following the presidential decree on late declarations of birth, dated January 8 and published in the newspaper Le Moniteur of January 16, 2014 "There is no longer need a judgment to make a late declaration of birth".

Stressing that before this decree, a citizen who wanted to register the birth of a child over two years had to pay up to 5,000 gourdes the services of a lawyer to help him get a judgment of the Court of First Instance. Now this judgment is no longer necessary. Regardless of age, anyone who has never had a birth certificate has a period of 5 years from the publication of the decree, to regularize its Civil State as stipulated in Articles 1 and 2 of the presidential decree :

"Article 1 Is granted to anyone without a birth certificate, a period of five (5) years from the publication of this Order, to regularize his civil status [...]

Article 2 The late declaration of birth will be done by one of the living biological parents, under this decree, without previous trial. If the biological parents are deceased or unknown, late declaration is made by a third party authorized by law."
