Haiti - Politic : 40-megawatts Solar Plant Project
Tuesday Jean Errol Morose, the Director Genral of the Electricité d'Haïti (EDH), announced that in order to increase and optimize energy production, the company counted in particular on the rehabilitation of several power plants, including the three turbines of Lake Péligre, with a total capacity of 54 megawatts (whose work go on forever due to lack of funding), the rehabilitation of the Central of Carrefour, funded by the Government of Haiti to the tune of $15 million and which should be completed in January 2015, the construction of the first solar power plant in Haiti, with a capacity of 40 megawatts, a "viable and promising project" accortding to Errol Morose and the Artibonite 4C" 30-megawatt palnt.

He recalled that under production experienced by the ED'H (90 Mw) for the metropolitan area whose needs are more than double), is due in part to a serious problem of recovery. Recalling that each month the company loses nearly 100 million gourdes between consumers who do not pay their bills and those who pirate the meters of the EDH or derive the power with illegal connections.

He announced that a pilot project of installation on a voluntary basis, of prepaid meters was underway in Peguy-Ville and Vivy Mitchel, adding that in a second phase, these prepaid meters will target bad payers, whose public institutions, that owe nearly 3 billion gourdes to the EDH !

Jean Errol Morose explained that the rehabilitation of these plants will allow an increase from 94 megawatts on the grid "18 MW in December 2015, another 18 in July and the rest in September 2016," said Mr. Morose, who confirmed that funding is available for the first two phases, with a contribution of $32 million from the Inter-American Development Bank (IDB), 15 million of the OPEC OPEC for International Development (OFID) and $25 million from the German Development Bank (KFW), adding that it remains $20 millions to find...

Also to prevent the 60% loss of electricity experienced by the institution, over 50,000 meters "radio frequency" are being installed on multiple circuits, along with pre-paid meters.

Finally, to end a system of networks of small isolated plants, the administration Martelly/Lamothe intends to equip Haiti of its high voltage 115,000 volt "nationwide transmission line" starting from the north-east to the southern tip of the country within the framework of bilateral cooperation with Vietnam.
