Haiti - Politic : Ratification of Evans Paul is not acquired...
Following the Presidential decree of December 25, appointing Evans Paul (Member of the moderate opposition) as Prime Minister https://www.haitilibre.com/en/news-12808-haiti-flash-evans-paul-new-prime-minister-of-haiti.html , President Martelly should convene parliamentarians soon, in order to obtain the ratification of the new Prime Minister, of his government and its general policy in accordance with Article 158 of the Constitution which states "The Prime Minister in agreement with the President chooses the members of his Cabinet of Ministers and will present before Parliament to obtain a vote of confidence on his general policy statement. Voting takes place by open ballot and to the an absolute majority of each of the two (2) Houses. In the case of a vote of no confidence by one of the two (2) Houses, the procedure is repeated."

A ratification not yet acquired face the Senators of the radical opposition, that had already taken a position before the appointment, saying that "no personality of names on the list submitted by the President will be ratified." For some Senators Evans Paul is a close to the Head of State, for others the appointment of Evans Paul is politically incorrect, given that he was a member of the Commission who demanded the resignation of Prime Minister Lamothe, and that we can not ethically be both judge and party...

Also before deciding the G6 already poses as a precondition that the Government gives assurances on the fate of parliamentarians after January 12. More clearly they want to get the extension (unconstitutional) of their mandate. It is very likely that the ratification of the electoral law is also part of the bargain...

For Evans Paul it's the beginning of the fighter travels, he will have in a first time present his documents to the offices of the two chambers to prove he is capable of becoming Prime Minister in accordance with Article 157 of the Constitution, before, if ratified, present and make vote his presentation of General Policy front the 2 houses, and get an absolute majority of both Houses.

However, in the context that ratification is more political than constitutional and powerful arguments will be required to make change course to G6, hat also continues to demand the resignation of President Martelly.

For his part, the executive after have implemented the recommendations of the Commission, now expects that Parliament meets the recommendation and vote amendments of the electoral law...

A new showdown in perspective...
