Following the dramatic incident occurred on the night of 16 to 17 February 2015, on the course of the carnival at Champ de Mars https://www.haitilibre.com/en/news-13199-haiti-flash-carnival-2015-in-shock-at-least-15-victims-dozens-injured-update-12-28-pm.html the Government adopted a set of technical measures to strengthen in the future the public safety during these kinds of activities.

As part of the reform and modernization plan of Electricity of Haiti (EDH), Jacques Rousseau, Minister of Public Works was instructed to :

  • Make the general inspection of high voltage cables in relation to the safety of household and vehicular traffic, especially abnormal loads (trailer, trucks...) ;

  • Establish a general inspection committee of public safety to assess compliance with public safety standards in relation to the distribution of electrical cables ;

  • Using underground cables in the area of the carnival route ;

  • Develop a wide security perimeter around tanks.

In addition, for public festivities such as patronal feasts and other large gathering, including the carnival, the Ministries of Justice and Public Safety, Public Works, Culture and Public Health were instructed to :

  • Form a public safety assessment committee of February 2015 Carnival to produce a report within thirty (30) working days of its formation ;

  • Establish a standing committee of public safety certification for carnival events and future public festivities. This committee should produce the public safety standards to be met by involved ;

  • Implement a technical committee to certify compliance with the standards for all entities involved in carnival management (community, music groups, walking groups, etc.) and of festivities in public places.

The Government that expresses once again its deepest condolences to the various members of the bereaved families underlines that it will ensure the correct application of these measures and will take further appropriate provisions depending on the circumstances and events to be made throughout the national territory. Also it recalls to the concerned responsible for the application of these measures, that it will not fail to penalize the responsible that will have failed in their task.
