Haiti - Diaspora : The Dominican Government does not intend to extend the PNRE
Thursday, Andrés Navarro, the Minister of Foreign Affairs Dominican said the government did not intend to extend the deadlines of the National Plan for the Regularization of Foreigners (PNRE) [for most Haitians], which expires in June of this year, but insisted that there was still a good time for people in an irregular situation can enroll.

Navarro said he can not talk now about extension of the period, because what is needed above all, it is an aid to the documentation of Haitian citizens who wish to qualify for the plan, so they there are no problems in the registration process. He also insisted that the institutions involved are working harder, so that can be admitted the largest number of people as possible. Indicating that the statistics show that until the end of January this year, 142,000 people have been registered since the start of the Plan in the summer of 2014.

However, this figure of 142,000 registered persons must be taken with caution. The opening of a file (applicant's registration) does not mean that the file is complete. For the record, according to the Dominican authorities last October, more than 120,000 Haitian immigrants had opened a regularization file. Among them, fewer than 75,000 held certain identification documents issued by the Haitian government, but fewer than 500 applicants met all the requirements...

During a press conference with Dominican journalist, the Ambassador of Haiti to the Dominican Republic Fritz Cinéas, indicated that the number of regularization documents issued to persons registered with the PNRE, is extremely low and expressed concerns about the slow process. "[...] accoring to what I know, since its inception until today, the number of regularization documents issued to Haitian migrants unfortunately not not exceed 150." https://www.haitilibre.com/en/news-12741-haiti-politic-less-than-150-haitian-regularized-in-the-dominican-republic.html

Although it remains a little more than 3 months before the end of the initial deadline, the challenges faced by our countrymen to get identity documents, including the Passport mandatory with the Haitian authorities seem increasingly insurmountable.

Recall that the Haitian government had promised to issue identification documents within 15 to 20 days, while the waiting currently exceeds five months ! https://www.haitilibre.com/en/news-13063-haiti-dominican-republic-demonstration-front-the-consulate-of-haiti.html Thursday, January 22, Ambassador Fritz Cinéas during an interview on Tele Antillas network had acknowledged the delay. Explaining that many offices had not been able to be opened in the Dominican capital where demand is the most important, in particular for economic reasons "We initially thought that the documents could be delivered within 15 to 20 days, but we were unable to meet demand. It was a miscalculation on our part to believe that we could provide these documents in such a short time."

However, apart from these necessary identification documents, the majority of our countrymen failed to meet the other basic requirements of PNRE.

Andrés Navarro recalled that the conditions are created for the resumption of talks with Haiti and the Dominican Republic, as the new Government of Haiti, have every interest in the resumption of binational dialogue as soon as possible.
