Haiti - Politic : Repatriation, Prime Minister launched the National Patriotic dialogue...
Thursday at the Royal Oasis hotel, Prime Minister, Evans Paul, organized a national patriotic dialogue on the situation of our compatriots living in an irregular migratory situation, to be repatriated by the Government of the Dominican Republic, in the days, weeks and coming months.

The objective of this dialogue between the members of the Government and heads of organizations of the civil society was to provide a response imprint of active solidarity with our brothers and sisters in difficulty in the Dominican territory.

Approximately 200 participants representing all sectors of society (unions, universities, churches, the business sector, employer organizations) responded to the invitation of the Government of the Republic.

In his speech the Head of Government declared "We are now facing a serious humanitarian crisis. We appeal to humanitarian agencies on the question of Haiti with the Dominican Republic, the question is now international.

All this should have been done, that was not done, that went wrong done, it is the responsibility of the Haitian State. Myself as Prime Minister as I am responsible for ensuring the continuity of the State affairs, I accept the legacy of the failure of the Haitian state [with respect to the Dominican Republic].



Starting today, we are taking steps to help returnees with dignity, through mobile health clinics, restaurants. I want tomorrow, we began organizing solidarity caravans, bringing assistance to returnees,"
adding On behalf of Dessalines [...] I hope that we mobilizes quickly as possible to welcome our fellow citizens and stateless persons. I strongly appeal for solidarity with our returnees and our compatriots in the Dominican Republic affected by repatriation. The Haitian State is committed, through its contingency plan to handle them

Intervention of Evans Paul as part of the launch of patriotic dialogue on repatriation :


The Prime Minister informed of the establishment of governmental contingency plan emphasizing that the latter was designed and coordinated in collaboration with international partners. Adding that efforts were continuing to renegotiate the 1999 repatriation protocol never respected in the past by the Dominican authorities in violation of international norms and conventions.

He said that there were 4 official crossing points opened on the border line and 141 other non-officials who were identified. The Haitian government has proposed to the Dominican Republic to use only two for the repatriation that of Ouanaminthe and Malpasse.

The Haitian government has identified 4 categories of people threatened by measures imposed by the Dominican authorities :

1- vulnerable people (pregnant women, children, disabled, elderly);
2- potentially delinquent persons;
3- of persons in irregular situations;
4- foreign citizens.

According to the contingency plan, the reception of the deportees will be done in two steps: identification of returnees and support. According to the Government, the reception plan is based on an estimated 30,000 people on about six weeks and Prime Minister proposed the establishment of national solidarity caravans to help returnees.

Following the Prime Minister's speech, participants proposed the following measures:

  • Identify a sterile area to prevent the risk of spread of infection and limit the potential actions of offenders ;
  • FMake of this situation an opportunity to revive national production / creation of wealth ;
  • Make arrangements for the economic and social reintegration of deportees ;
  • Identify experts in economics by the Government to send them to the Dominican Republic for estimating goods of returnees ;
  • Avoid establishing accommodation camps of expellees on the border strip ;
  • Use CASECs networks and organizations at the border level for the reception of deportees ;
  • Require the Dominican Republic, the strict application of the protocol 1999.

The Prime Minister concluded, with the agreement of the participants in the dialogue, the principle of establishing a Joint Committee of national solidarity with members of the Government and Civil Society.

This Committee will be supported by the following commissions :

  • Commission on Humanitarian Issue ;
  • Commission on Migration ;
  • Commission on human rights ;
  • Commission on the treatment of trade and economic issues ;
  • Commission on International Relations.

Four workshops have made recommendations to the Government. They appointed the names of their representatives that can be part of the Joint Commission :
