Haiti - Elections : Where are the 500 million gourdes promised ?

While the electoral campaign for the legislative elections (partial Senatorial and deputation) began Wednesday, the authorized political entities have received from the State, no funding for their campaign. A funding yet provided in the Electoral Decree in Article 125 which states that "the State grants to political parties, to political groups with candidates approved for elections, a subsidy to help them conduct their electoral campaign [...]"

Yet the government has provisioned $500 million gourdes in assistance for all authorized political entities. Recall that on March 12, as part of the amending budget 2014-2015 Wilson Laleau the Minister of Economy and Finance had confirmed "Financing political parties: increase of 150 million, for a total of 500 million Gdes" . In late April 2015, Prime Minister Paul at a meeting with representatives of the international community, had confirmed that "500 million gourdes were mobilized," for the financing of political parties...

Meanwhile, leaders of Political Parties regret that so far the government has not spent a gourde of this subsidy and urges the authorities to exercise responsibility. For many of them, it is a proof that the authorities do not really want to hold elections this year, despite the often repeated guarantees by the Provisional Electoral Council, that these elections will take place.

At one month of the opening of polling stations (August 9 at 6:00 am) of the first round of legislative, it appears clearly that all is not as prepared that they want make us believe.
