Haiti - Elections : Observation report of OCID on the close of voting
After its assessment of the starting of the voting process https://www.haitilibre.com/en/news-15582-haiti-elections-electoral-observation-report-of-the-ocid-on-the-opening-of-vote.html the Citizen Observatory for Institutionalizing Democracy (OCID) followed all the operations of the election day on October 25, 2015, until the closing of polling stations and counting.

Locid like to say that the presidential, legislative and municipal elections this Sunday, October 25 has been a positive and promising democratic experience "Approximately 7 hours after the official closure of the vote, on the basis of data collected for 62.46% of a national sample and representative, we have the capacity to conclude that notwithstanding incidents related to some shortcomings and to the stubbornness of some intruders, elections were held under better security conditions and were marked by a significant participation of the electorate.

Until 10:19 pm, the OCID was able to obtain from its network of 1,830 observers deployed in the 10 departments of the country, data for approximately 67% of the national sample, random and representative of polling stations it has selected to assess the election process. This percentage represents a total of 1,143 polling stations out of the 1,830. The margin of error is ± 1.7% and the onfidence level of 95%."

The analysis of the collected data reveals the following trends in particular :

"In 89.1% of polling stations, voting procedures were explained to voters;

Special measures have been taken to facilitate the vote of the electors whose situation requires: dans 75% des BV pour les femmes enceintes, in 87% of BV for the elderly and 71.2% of BV for the disabled.

Among the irregularities observed in the voting process, should be mentioned: the interruption of the voting process in 3.97% of polling stations (against 15.3% August 9), incidents of violence in 2.99% of BV (against 10.3% August 9), the eruption of armed persons in 2.84% of polling stations (against 6.2% August 9).

The minutes were signed by all parties concerned, including representatives of political parties present in 97.53% of polling stations (against 95.12% August 9).

Throughout the country, OCID observers have reported a greater mobilization of the population in the vtong centers.

To determine the rate of participation, OCID used two methods of calculation:

  • The first is to divide the number of voters who signed the voter list by the number of electors on the list. Thus calculated, the participation rate is 29.2% ;
  • The second is to divide the total number of votes (valid, invalid, no candidate) by the number of electors on the list. Hence a participation rate of 32.5%.
"
Recommendations for the continuation of the process :

"For the continuation of the electoral process, the OCID strongly encourages CEP to find the appropriate mechanism to prevent the resurgence of inconsistencies as to its acceptance of certain decisions of the BCEN and BCED and the rejection of others. Which could lead to interminable disputes, and even a new political crisis. The OCID recommends to the officials of the Tabulation Center to show more transparency in the processing and quarantine of minutes.

OCID strongly encourages CEP to avoid sinking into a triumphalist attitude that it would bring it to minimize future challenges ahead. In this sense, the OCID invites the electoral institution to rule, by agreement with political actors and civil society, some 'irritants', such: the question of the minimum level of acceptable of minutes for validate an election and the imbroglio regarding the calculation method. Finally, OCID stresses the need for contentious instances to comply with all resolutions and all relevant regulations of the CEP, in their deliberations and decision-making."
