Haiti - Politic : Speech of Minister Manigat in UNESCO
Nesmy Manigat, the Minister of National Education, spoke at the tribune of the 38th session of the General Conference of the United Nations Educational, Scientific and Cultural Organization (UNESCO), which began on 3 November in Paris and ending on 18 November.

Excerpts from the speech of Nesmy Manigat :
"It is for me an a great honor to speak on behalf of the Republic of Haiti, to this august assembly [...]

With the rise of intolerance, ongoing problems of social inequality, migration problems, crimes against the World Cultural Heritage, ongoing conflicts around the world, UNESCO's idealshave not lost their timeliness and relevance after 70 years As stated in the context of our national National Campaign for Citizenship education in our mother tongue : 'Nou tout sanble, menm lè nou diferan' (We are all similar beyond our differences).

[...] Haiti intends to fully play its role within UNESCO and the international community [...] In this sense, Haiti submitted its application to the Executive Board of UNESCO.

Nationally, the renewal of ongoing democratic institutions augur good prospects for the implementation of SDGs (Sustainable Development Goals). Already, the Haitian government is committed and is committed to enable every child to have access to fair quality education. Because we firmly believe that it is through education that we can effectively achieve sustainable development as desired, and raise the human being to the dimension of all its capabilities.

In this context, the Haiti government actions helped achieve a net enrollment rate of 90%. Today, about 4% of our GDP is invested in education against only 2% last another ten years. Our goal is to put every child in school, and that it stays there and have access to quality education. An extensive curriculum reform was launched, the secondary is being renovated, the preschool reorganized, a plan of training of teachers in updating, a register under construction masters giving access to a teaching permit.

In addition to these actions, a citizen mobilization is launched through a national pact for quality education so that all governments and civil society engage in this dynamic renovation of the education system. This is to provide the sector with the resources to match its ambitions including doubling the ministry's budget and allocating 8% of GDP to education.

[...] Another important UNESCO program for my country is the international Man and the Biosphere Programme. After declaring its first biosphere reserve in 2012, the Republic of Haiti has just submitted a second reserve. I therefore take this opportunity to encourage UNESCO to strengthen its science programs.

Concerning the Culture Programme, Haiti implements the conventions through the capacity building of the institutions concerned and inventory of heritage items for their appropriation by local communities, conservation and transmission to young generations.

With this, I reiterate, on behalf of the Haitian people, on behalf of the educational community and all teachers, my thanks to UNESCO, in particular the members of its team in Haiti, and to all the partners of Haiti for their continued support."
