The CEP stresses that "unlike the term used in the decision of BCEN, all PV verified to CTV on November 21, 2015 for the presidential elections, does not constitute a random sample."

Stating that "[...] The probability sampling involves the selection of a set of elements from a random population ie at random, without a priori. In the case of the BCEN verifications, they are the lawyers of the parties concerned that have shown to the judges the Voting centers and / or the minutes they wanted to verify and therefore, no conclusions can be generalized following this check for all the minutes received and processed by the CTV."

"[...] This sampling, focused on choices directed and interested of the parties present, it was not therefore random [...]"
