Mr. Provisional President,

I have the honor to present my compliments and to send you below, for all practical purposes, the remarks and reflections of the members of my government, convened today on the development and evolution of the political situation, exacerbated by the nomination, announced on the sidelines of the 1987 amended Constitution and the political agreement of February 6, 2016 https://www.haitilibre.com/en/news-16533-haiti-politic-the-details-of-the-agreement-from-a-to-z.html , of a new Prime Minister https://www.haitilibre.com/en/news-16721-haiti-flash-fritz-alphonse-jean-appointed-prime-minister.html

In fact, your actions may complicated, or even compromised, the search for political stability proper to contribute to social peace and a return to normal functioning of republican institutions.

The agreement mentioned above provides in paragraph : 'II. By the Provisional President of the Republic' in point 2 that the Provisonal President must 'consult with the Presidents of the two (2) Houses of Parliament around the choice of a Prime minister to designate.' This consultation does not take place due to the fact that the honorable senators of the Republic have not yet provided their Assembly with a President following your resignation.

Moreover, the same text says further, in paragraph 'III. By Parliament' in point 1 that Parliament must 'To confirm the eligibility of Prime Minister of consensus designated.' and in point 2, that Parliament must 'Invite the Prime Minister, accompanied by members of his government to stand by before the two (2) houses in plenary session in order to receive the vote of confidence in his policy statement. Once obtained the vote of confidence, the Prime Minister is immediately installed in his functions.' Mr. Provisional President, should we regard your behavior as a relentless to trample, mercilessly, this agreement you have you even conceived, drafted, negotiated, signed and which you are the primary beneficiary ?

Also, this recent nomination, as evidenced by the many protests it provoked, was made in flagrant violation of the political agreement that is and should remain your compass as Provisional President of the Republic and represents a very bad signal for the Nation. That is why I invite you to pull yourself together and to take the necessary steps to reintegrate as soon as the political agreement of 6 February 2016 for the benefit of the higher interests of the Republic.

For all these reasons, agreed with all members of the current government, I refuse to endorse this strange and hasty approach and resolutely declines, therefore, the invitation to attend the installation ceremony of the Prime Minister, while taking note.

I hope you understand that I am not motivated by the desire to contribute to exercise power, but by the constant concern to avoid to be associated with a predictable political chaos.
