Haiti - Politic : Privert should appoint a new PM or not ?
Following the vote of no confidence Sunday of the General Policy of the Prime Minister Jean by the Assembly of Deputies https://www.haitilibre.com/en/news-16930-haiti-flash-the-general-policy-statement-is-rejected.html , the question that is posed by more than one, is what will happen now ? President a.i Jocelerme Privert will he have or not to name a new Prime Minister and revise the ministerial cabinet ?

The amended Constitution stipulates in its Article 158 "Prime Minister in agreement with the President chooses the members of his Cabinet of Ministers and appears before Parliament to obtain a vote of confidence on his General Policy statement. Voting is by public ballot and with at an absolute majority of each of the two (2) Houses. In the case of a vote of no confidence by one of the two (2) Houses, the procedure is repeated."

For its part the Political Agreement of February 5 in point 2 states "Invite the Prime Minister, accompanied by members of his government to stand by before the two (2) houses in plenary session in order to receive the vote of confidence in his policy statement. Once obtained the vote of confidence, the Prime Minister is immediately installed in his functions." https://www.haitilibre.com/article-16533-haiti-politique-les-details-de-l-accord-de-a-a-z.html

If in the case of the Constitution we talk about repeat the procedure and that in the past a vote of censure also resulted in the rejection of Prime Minister-designate, it must be remembered that Prime Minister Jean is not a PM designated but named by by the President a.i. as part of a transition and he was not going to Parliament to be ratified. Besides, Jocelerme Privert has always made the difference and affirmed in his previous statements, in case of failure, the current Prime Minister would return before the Assembly with a new General Policy.

On the side of the opposition, there is no doubt that the Constitution is clear and repeat the procedure means that the President must name a new Prime Minister and revise the Ministerial Cabinet.

Another issue that may arise, Fritz-Alphonse Jean after having received only 38 votes out of 60 votes required will he still have enough courage to continue... ?
