Haiti - Elections : The fiasco of the International
Early in the process, the international community has largely focussed on both the technical, political and financial support. The elections of November 28, 2010, instead of resolving the country's political situation, it has become more complicated. Haiti has declined in matters of organization and execution of elections, while the amount allocated to the achievement of elections today far exceeds that of previous years.

The Organization of American States (OAS) has invested in strengthening of the ONI through recruitment and remuneration of a part of the ONI staff on the ground, and the granting of support in the context of cooperation between the two (2) institutions. This cooperation has resulted in an embarrassing failure. Thousands of voters, have requested since months or even years their identification cards did not receive it.

Meanwhile, the United Nations (UN) has commissioned on April 17, 2010, experts who affirmed in their conclusion, that the elections were possible in the country despite the alarming socio-political context, accusations of bias, dependency-oriented toward the CEP and the allegations relating to the distribution of firearms, in order to lead to violence on polling day.

Minustah, deeply engaged in the realization of the elections, apart from its numerous declarations of serenity vis-à-vis the CEP and the electoral process, has prompted some political parties to trust the process and take part in the electoral race, despite the fact that they had previously denounced the negotiations of the power in place to tilt the election in its favor.

According to observers of the National Network for the Defence of Human Rights (RNDDH) the security forces both national (PNH) and international (Misnustah) seemed to have passed the word to does not secure the population, nor the election on November 28, 2010. The perpetrators of violence acted peacefully and sometimes, under the helpless gaze of the CEP and the passive eye of officers of the PNH and Minustah.

The measures announced by the authorities were not of nature to secure the vote but rather to provide national and international communities, feel that the PNH and Minustah were mobilized to ensure the safety of lives and property. The revelations concerning the distribution of firearms for purposes of monitoring the elections through violence and intimidation (refuted by Minustah) have been confirmed the election day.

RNDDH found that a very small number of voters could vote because of serious irregularities on the voters list in part, to poor work of the COVs and lack of organization in general in the different centers of the country. The violence has forced many voters to leave voting centers or stay at home. RNDDH listed 107 voting centers (CV) which were vandalized or burned, noting that this number does not reflect reality.

This does not prevent Pierre Louis Opont, the director general of the Provisional Electoral Council (CEP) said once again, at a public meeting held on Friday that the "flaws recorded in the day of November 28 does not deserve an invalidation of the poll" arguing that an overwhelming majority of voters took part in the operations. Adding that the results of the first turn, will be published on December 6 or 7 at the latest [before midnight].

Given the very large number of irregularities, fraud, violence and intimidation and low turnout, whatever the results, it is expected that the results are contested by candidates and the public. Hope that candidates are able to maintain calm among their supporters.
