Haiti - Education : Transfer of private school children to public schools

Following the circular of August 8, issued by the Ministry of National Education and Vocational Training (MENFP) which specified that "[...] it was decided to generalize for all classes the transfer of child beneficiaries [of PSUGO] of private schools to public schools, from the 2016-2017 school year" https://www.haitilibre.com/en/news-18267-haiti-flash-transfer-of-private-school-sMinister of Education Jean Beauvois Dorsonne in a new circular providestudents-to-public-schools.html Minister of Education Jean Beauvois Dorsonne in a new circular provides clarification around the transfer of children beneficiaries of PSUGO.

Excerpts from the new circular :

"[...] The decision to transfer students from private schools to public schools meets the need of streamlining the management of PSUGO, due to the waste of resources allocated to non-public schools, many of which do not provide the quality of service expected while the surrounding public schools have seats to accommodate new effective.

It will be mainly to guarantee the right to education of each child beneficiary, either in a public school or a non-public school. Children whose schooling is subsidized by the PSUGO will be transferred to public schools with seating areas available. Those who will find no place in public schools remain in private schools, on report of the concerned Departmental Directorates confirming the effectiveness of the services provided by schools and approved by the Minister of National Education.

Accordingly, the MENFP confirms the continuing education program and intends to honor its commitments (debts) to schools having complied with the terms of the contract with the Haitian government, and towards teachers and principals engaged in the public sector as part of PSUGO.

[...] The MENFP invites all players to accompany it in its reframing efforts of PSUGO for an optimal use of scarce resources of the State, while pursuing the common goal of enabling all children to have access to quality education [...]"
