Tuesday 31 January, the Senators in plenary session finally ratified, after more than two years, the bill on electronic signature, already voted in first reading by the Lower House in 2014 https://www.haitilibre.com/en/news-12014-haiti-politic-law-on-electronic-signature-voted-in-the-lower-house.html This bill authorizes electronic signatures and related services to authenticate data in communications and e-commerce.

This is a major advance in Haiti, which will give this law once published by the Executive in the Official Journal, the same force to the electronic signature as the signature on paper as defined in the Civil Code.

According to Senator Hervé Fourcand, President of the Senate Committee responsible for studying and recommending this bill, the development of e-commerce requires guarantees on the security of data transmission and online payments.

In its report it says "With an encryption system applied to the message transmitted, without the latter being necessarily encrypted, the electronic signature is a response to this situation because it guarantees the authenticity and integrity and the identity of the signatory."
