Haiti - Policy : Preliminary recommendations of the Binational Observatory
L’Observatoire Binational sur la Migration, l’Éducation, l’Environnement et le Commerce (OBMEC) https://www.haitilibre.com/en/news-15955-haiti-politic-official-launch-of-the-binational-observatory.html an inclusive group of 7 universities from Haiti and the Dominican Republic (Quisqueya University, Notre Dame University of Haiti, the Episcopal University of Haiti and the Dominican Republic, PUCMM, UNAPEC, UNPHU and ISA) held a workshop at Quisqueya University, during which it submitted for discussion the preliminary work on its main recommendations for the development of public policies between the two countries. The workshop was attended by representatives of the European Union, the Office of the National Authorizing Officer, the Joint Bilateral Commission associated with the Ministry of Foreign Affairs, as well as researchers, university professors and the general public.

It should be noted that these recommendations, which are the result of surveys carried out by teams of academic researchers from both countries on issues of bilateral trade, education migration and the island environment, have been prepared in order to propose specific solutions to the problems most urgent identified among the four themes studied. In particular, are included strategic implementation guidelines, addressing to the two governments and the two secretariats of the Bilateral Joint Commission, as well as to the European Union and the 7 member universities of the Observatory.

Discussions focused among others on :

The need for the Haitian government to adopt a regulation for the functioning of the border and / or binational market;

On the strengthening of the co-ordination of public policies in the field of education from an intercultural perspective between the governments of Haiti and the Dominican Republic;

On the articulation of a common environmental policy at island level;

On the establishment by Haiti and the Dominican Republic of a harmonized and flexible system of tariffs for border markets.

With a budget of nearly 30 million Gourdes, the OBMEC is part of the Binational Program Haiti-Dominican Republic funded by the European Union which aims to promote cooperation between the two countries. The management of the program is divided into two conventions on both sides of the border: an agreement managed by the National Authorizing Officer of the European Development Fund (EDF) of Haiti and the other by the EDF National Authorizing Officer in the Dominican Republic.
