Haiti - Social : Repatriation of Haitians, shared faults
Edwin Paraison, Minister of Haitians Living Abroad (MHAVE), asked yesterday to the Dominican Government of reorient its policy of repatriation and suggested the involvement of consulates of his country and the International Organization for Migration (IOM) to prevent the violation of an agreement signed in 1996. "The raids and repatriations are carried out at any time, but this convention, signed between the two governments, said that the repatriation can not take place after 6pm," said Minister Parison.

According to him, since the beginning of 2011, more than 3,000 Haitians have been returned to Haiti, but he says "I have many testimonies of compatriots who were arrested and taken to the border at night" a situation he described as "painful, because many of these people were born in Dominican Republic".

He admitted that his country did not meet the provisions of the Convention, particularly in the creation of units to control the flow of undocumented immigrants, "but the key points on the Dominican side, whose the coordination with the consulates are also ignored".
