The piloting of the States General of the Haitian Nation postulates, for this expedition to be feasible, to take into consideration the atmospheric conditions and the turbulences that can arise at any time in an environment weakened and fractured by many wounds.

During your presidential campaign you proposed to the Haitian Nation a vast project inviting Haitians to develop a national conscience made of love for the common homeland leading to respect for the common home and cultivating the sense of belonging.

Today you invite the various components of the Nation to enter into dialogue to probe what the Haitian people want and expect for its full development and better being.

The time allotted for the realization of this entreprise seems really short. Given my pastoral commitments and the frequent displacements that I have to carry out in order to be faithful to the word given to those whom I accompany in their human and spiritual growth, it will be impossible for me to coordinate these pastoral obligations with the exercising the responsibility you entrusted to me as President of the Steering Committee of the Sectoral General States. I therefore feel obliged to relieve myself of this mission believing that it was not possible for me to carry out these commitments.

Please, Excellency, Mr President of the Republic, to believe that I will remain present by prayer to support the good fight of those who will have to face increased responsibilities with increased wisdom.

I take this opportunity to renew to Your Excellency, the assurance of my highest consideration.
