Haiti - UN : Bintou Keita recalls that time is pressing in Haiti

On Thursday, Bintou Keita, UN Under-Secretary-General for Peacekeeping Operations, who presented the latest report of the Secretary-General on Minujusth https://www.haitilibre.com/docs/N1826388.pdf asked the Security Council "a sense of urgency" in the transition from the United Nations Peacekeeping Mission in Haiti to a non-peacekeeping presence in Haiti by October 2019 time is pressing for concrete progress in the implementation of the mandate of Minujusth."

Recalling that Minujusth and the United Nations country team in Haiti as well as the Haitian government will have to redouble their efforts to make up for lost time because of the violence of early July https://www.haitilibre.com/en/news-25055-haiti-flash-heavy-balance-of-riots.html , given the temporal nature of the mandate and the transition process "[...] Since the violence in July, the Haitian authorities have not attempted to address the root causes of precarious social conditions. The risk of major disorders remains high https://www.haitilibre.com/en/news-25459-haiti-flash-un-warns-of-high-risk-of-major-unrest-in-haiti.html , because political and socio-economic triggers exist."

Keita said that a specific action to spur progress is needed for all transition goals to be met by October 2019 "Constant efforts must be made to ensure that the Haitian National Police's development plan is fully implemented so that the professionalism and the number of police officers continue to improve."

The adoption and promulgation of a key legislation on the rule of law is another critical area on which progress on a number of benchmarks is based, Bintou Keita said.

Recall that Minujusth is a smaller police mission than the United Nations Stabilization Mission in Haiti (Minustah), composed of military. Minujusth replaced Minustah on October 16, 2017 https://www.icihaiti.com/en/news-22416-haiti-minujusth-new-un-mission-in-haiti-begins.html .
