Haiti - Politic : Evaluation of the individual performance of civil servants

As part of the State reform, a working session devoted to the evaluation of the individual performance of public administration agents (initiated in May 2017 https://www.haitilibre.com/en/news-21087-haiti-policy-towards-the-evaluation-of-the-individual-performance-of-civil-servants.html ) was organized at the office of the General Inspectorate of Education at the initiative of Meniol Jeune, the Director General of the Ministry of National Education.

In his intervention, Meniol Jeune, the Director General of the Ministry of National Education put forward the why of this evaluation that brings the idea of improving the quality of services provided to the population. He insisted on the necessity, even the obligation, that this evaluation is conducted according to the rules of the art, with ethics and responsibility.

For his part, José Joseph, the Director of Human Resources explained the different stages of this process and detailed how technical and departmental directorates should go about it.

However, in order to counter some difficulties related to the organization of work in each directorate and/or entity of the Ministry of National Education, this evaluation, which concerns the 2017-2018 financial year, will be considered as an introduction pending that the institutional mechanism is well roamedand that all the bodies manage to remove the constraints and concerns and that measures are put in place so that these evaluations are realized in the next exercises, in the best possible arrangements.

From November 12 to 16, 2018, the technical and departmental directors will be the first to pass the evaluation under the Meniol Jeune leadership. Thereafter, for a month, they will be responsible for initiating the process of individual assessment of staff in their respective direction.

Note that this evaluation will be conducted according to the guidelines of the Office of Management and Human Resources (OMRH) and concerns all public institutions in Haiti.
