Haiti - Washington : Minister Joseph outlines Haiti's defense strategy

Tuesday in Washington, at a special meeting convened by the Inter-American Defense Council, Enold Joseph, the Minister of National Defense in the presence of members of the Inter-American Defense College, representatives of member and observer states, presented the Haiti's defense situation.

In his speech, Minister Joseph recalled that "Haiti has been able to define a security and defense strategy to support efforts aimed at the development of the country".

Thus, the Minister did not cease to highlight the contribution of the Inter-American body in the elaboration of this very important document not only for the social cohesion in the Haitian context, but also for the socio-economic development of Haiti in a sustainable perspective.

In the White Paper, there are recommendations that deserve to be taken into account. The actions of the current government are part of this dynamic, especially in a context where Haiti is increasingly facing the challenges of global warming, natural disasters. It is in this sense that the Minister referred to the initiative for the creation of the Corps of Military Engineers, following the recommendations of the White Paper, while emphasizing the need for intelligent cooperation of Member States in creation of the Border Protection Unit.

Minister Joseph pointed out that the current Haitian government made the implementation of the recommendations of the White Paper a priority. Explaining that this new defense force want to be "a modern army, whose mission is clearly separated from that of the national police, whose main duties are to help the population in the event of disasters, to protect the country's borders and to invest in development tasks such as supporting the construction of communication infrastructures in order to connect the different communities of the country."

"The challenges are great, but with the will of the Government and the collaboration of the partners of the international community, the country will manage to meet them" while relying on the support of the Inter-American Defense College, to endow Haiti with well-connected executives in matter of defense and security issues following the exceptional training received at the College concluded the Minister.

It should be recalled that currently about fifty soldiers are trained in Ecuador in military engineering, as fellows, at the School of NCOs in Mexico. In addition, 15 executives, doctors, agronomists and engineers are taking basic military training also in Mexico. Meanwhile, 250 recruits are currently training at the Anacaona military base in Haiti https://www.haitilibre.com/en/news-26689-haiti-army-250-aspiring-soldiers-of-the-fad-h-in-training.html , under the supervision of 60 instructors including 30 cooperating Mexican soldiers, said Minister Joseph during his presentation presentation.
