Haiti - FLASH : The Security Council votes the last extension of the Minujusth mandate 13/04/2019 09:11:29 In this resolution presented by the United States and adopted by 13 votes in favor and 2 abstentions (Russia and Dominican Republic), the members of the Council ask the UN Secretary-General Antonio Guterres to start the necessary planning to put in place the United Nations Special Political Mission which it recommended with the agreement of the Government of Haiti, to take over from the Minijusth https://www.haitilibre.com/en/news-27118-haiti-politic-un-recommends-the-creation-of-a-special-political-mission-in-haiti.html The Resolution requests the Secretary General to prepare and begin the gradual and gradual withdrawal of Minujusth personnel by October 15, 2019, to ensure a smooth transition. While voting on this resolution, the members of the Council say they are aware that Haiti "continues to face serious difficulties" and that it is important "to provide that country with effective and coordinated international development assistance and to strengthen the means available to its institutions" to advance national development priorities and achieve lasting stability. They recall that Haiti is primarily responsible for the implementation of peacebuilding strategies on their territory and that the Security Council has accepted the recommendation of the Secretary-General to establish a special political mission under Chapter VI of the Security Council Charter of the United Nations, to ensure a smooth transition to a presence other than a United Nations peacekeeping operation in Haiti and continue to support Haitian institutions in their work. The Council also considers it urgent that the Haitian Government take the necessary measures to ensure the respect and protection of human rights https://www.haitilibre.com/en/news-27376-haiti-un-gravity-of-the-situation-of-the-human-rights-in-haiti.html by the Haitian National Police (PNH) and the judiciary as an essential element of the stability of the country. The adoption of this resolution marks the expected end of more than 15 years of presence of the United Nations peacekeeping forces in Haiti.
