Friday, Pierre Volmar Demesyeux, the President of the Superior Court of Accounts and Administrative Litigation (CSC/CA) has handed his final audit report (Volume 2) on the use of PetroCaribe funds to the Presidents of the two Houses of Parliament, Senator Carl Murat Cantave and Deputy Gary Bodeau who promised to submit this report in their respective assembly.

In addition to the projects authorized by the 14 resolutions adopted by the Council of Ministers under 6 different governments, the Court also decided to analyze investment projects and contracts related to the PetroCaribe fund, but not authorized by a resolution.

At the end of this second report the Court audited 77% of the total amounts voted by resolutions and transferred by the Office for Monetization of Development Assistance Programs (BMPAD), to the sectoral institutions for the implementation of development projects.

The conclusions of the audit work published in the two reports is that of January 31, 2019 https://www.haitilibre.com/docs/PETROCARIBE-31-01-2019.pdf and that of May 31, 2019 2019 https://www.haitilibre.com/docs/Rapport-final-2-CSCCA_31-mai-2019.pdf show that significant shortcomings have been associated with the planning and implementation of development programs and projects funded by the PetroCaribe Fund.

The Court made it clear that, overall, relevant documents were missing in most of the projects and contracts reviewed, so it was impossible to conduct a comprehensive audit of several projects.

In this 610-page report, the CSC/CA reports making a "troubling discovery" (in its terms). In 2014, for the same project to rehabilitate the Borgne - Petit Bourg de Borgne road section, the State signed two identical contracts worth more than 39 million Gourdes (39,990,399) with two separate companies, Agritran of which Jovenel Moïse was the President in 2014 before his election as head of the country (pages 157 to 176) and Betexs (pages 162 to 182).

The CSC/CA notes "The two companies have made the same works separately on the same dates" and refers to "a misappropriation scheme". The CSC/CA mentions the 3rd level responsibility of President Jovenel Moïse (page 169) in this stratagem.
