![]() Haiti - Constitution : The Parliamentary Commission should submit its report today 06/05/2011 12:58:17
Me Dorval, professor of constitutional law, expressed reservations on some points, among other things, he urged legislators not to make concessions on the nationality of the President of the Republic which must be "Haitian by birth and origin..." Sen. Youri Latortue (Artibonite) reported that all members of the Commission, which he sits, is broadly favourable to the creation of a Constitutional Court in lieu of the Constitutional Council, as provided in the proposition of amendment. Stating that this issue, like that of the nationality, of the change of frequency of elections, and the provisions for the drafting of the final report, require a consensus. Youri Latortue remains confident that the Commission can present this Friday, such as planned, in National Assembly, its report on the declaration of amendment of the Constitution of 1987. However, recall that last Wednesday, Rodolphe Joazile, the President of the Upper House (Senate), had warned the Commission that it had no right to touch the fundamental of the declaration of amendments, but should focus only on material errors.... The 49th Legislature has until next Monday (3 days) to decide the future of the Constitution.
