Haiti - Elections : Michel Martelly, the Minustah and U.S. Embassy react

Michel Martelly

The elected President of the Republic, Joseph Michel Martelly, takes note of the results published by the Provisional Electoral Council following the decisions of a special BCEN, erected for that purpose. The President-elect reiterates his initial position concerning the strict observance of the popular vote and insists on the implementation of report of the Commission of the OAS, as the only viable solution to an output of this electoral crisis.

It is time to look forward to provide a better future to this people who have already suffered too much. These results manipulated send very wrong signals to those who, already, began to see that country en route toward a taking charge of its destiny.

The elected President invites all actors involved in this sad saga to hear reason and to regain self-control as soon as possible.

Minustah

The UN Mission for Stabilization in Haiti (Minustah) took note of the final results of parliamentary elections announced this May 10 by the Provisional Electoral Council (CEP) for the 18 contested cases.

The Minustah welcomes the initiative of the CEP to establish a National Electoral Complaints and Challenges Bureau BCEN special and for the work of verification of the results conducted at the Votes Tabulation Center together with the observers from RNDDH and from the Mission OEA/CARICOM.

Of the 18 cases verified by the Special BCEN, 15 decisions were consistent with observations made by the RNDDH and the OAS / CARICOM. By cons, in three constituencies: "Vallières/Carice/Mombin-Crochu", "Jacmel" and "Belladère" the BCEN Special obtained results that do not seem to match with the observations made ​​by the RNDDH and the OAS/CARICOM.

In the interest of transparency and in order to legitimize to these results, the Minustah calls the CEP to display as soon as possible the decisions of the special BCEN and to explain to stakeholders including the candidates, the reasoning that led to these decisions.

The Minustah urges all Haitians to refrain from using violence to express their opinions in the post-electoral context and invites them to engage together in the political future and the reconstruction of the country.

U.S. Embassy in Haiti

The Conseil Electoral Provisoire (CEP) has announced new final results in eighteen disputed legislative contests. In fifteen of the races, the CEP appears to have followed electoral regulations and the recommendations of the Organization of American States/CARICOM Joint Electoral Observation Mission (JEOM) and reverted to the preliminary results already published.

However, for three races, the CEP has inexplicably ignored recommendations from local and international observers, including the JEOM, which the CEP itself invited, and has reversed the preliminary results.

We do not understand why the preliminary results did not stand in these three races and without further public explanation we believe that the results in the three races should not be accepted as announced.

The United States calls on all Haitians to express themselves peacefully. We are committed to supporting the Haitian people and their legitimately elected officials over the long-term, in rebuilding a country that is more stable, more prosperous, and more democratic. Our support will not waver and we will not hesitate to take appropriate measures consistent with U.S. law.
