The day before the departure of the Chamber of Deputies and 2/3 of the Senate, making Parliament dysfunctional for lack of having been able to hold elections to renew parliamentarians https://www.haitilibre.com/en/news-29760-haiti-flash-the-senators-react.html https://www.haitilibre.com/en/news-29759-haiti-news-zapping.html , the American Ambassador accredited to Haiti Michèle Sison and John Barsa the Assistant Administrator of the American Agency for International Development (USAID-Haiti) met with President Jovenel Moïse, a meeting confirmed by Ambassador Sison who wrote on his Twitter account "Ambassador Sison and the Assistant Administrator of USAID John Barsa met with President Jovenel Moïse to discuss economic growth priorities and the importance of public security and political stability in order to support key partnerships in the fields of education and health."

Wednesday, 3 days after the end of the 50th parliament putting President Moïse in a position to govern by decree without power against John Barsa made clear in a tweet that the support of the United States was not without conditions "Until a political agreement has been reached and the [security] situation has improved, Haitians will not be able to fully benefit from USAID programs. Haitian political actors hold the key to Haiti’s future. They must act now."

It is very likely that the International Community will in turn put condition to its aid to the establishment of an interim structure in Haiti to compensate for the absence of a functional Parliament, without however suggesting a solution or how it should be done, leaving it to the Haitians for the moment to decide on a consensual solution and their future.
