Haiti - FLASH : Former FRAP chief deported by the USA, arrested upon his arrival in Port-au-Prince
Despite the efforts of the Prime Minister and the Chancellery, the expulsion of Emmanuel "Toto" Constant (already reported twice), the former paramilitary leader of the Revolutionary Front Armed for the Progress of Haiti, which later became the "Front for Haitian Advancement and Progress" FRAPH, condemned in absentia by the Haitian justice system for his numerous crimes https://www.haitilibre.com/en/news-30845-haiti-flash-usa-will-expel-78-haitians-including-the-former-head-of-fraph-emmanuel-toto-constant.html finally took place Tuesday June 23 in Haiti where he landed at Toussaint Louverture International Airport at 11:25 am on flight N-418 of the US Immigration and Customs Air. With 24 other compatriots confirmed Jean Négot Bonheur Delva, the Coordinator of the National Office for Migration.

Remember that Emmanuel Constant (63) has just served a 12-year sentence in a prison for various crimes. In addition, he had been convicted in absentia in Haiti with 14 other people for the massacre of Raboteau in 1994 and his involvement in the death squads, made responsible for more than 3,000 assassinations, countless rapes and tortures of the partisans of the ousted President, Jean-Bertrand Aristide.

The 24 other compatriots repatriated for having been in an irregular migration situation on Dominican territory, were taken in charge by the Ministry of Public Health before undergoing tests of Covid-19 and being put in quarantine.
