Haiti - Police : Training, audits and certification of the PNH
Last Friday, at the weekly press briefing of the Minustah, René Kentsa, Deputy Spokesman of the United Nations Police (UNPol) provided an update on the resumption of the audit and certification process of officials of the National Police of Haiti (PNH) and of the various training programs and upgrade courses for police officers.

"As you know, the United Nations Policein accordance with the terms of its mandate, support the National Police of Haiti in the strengthening of its capabilities in service. One of the main axes of this support is the reform plan of this police institution, contained in the various resolutions of the Security Council of the United Nations since 2004.

Given that the police is the mirror of the society in which it operates, it should therefore be the reflection of moral values. This is to preserve these moral values ​​within the National Police of Haiti, that since 2006 the United Nations police support the latter in a process of verification and certification of its staff (officials, officers...) (vetting).

This process was interrupted in January 2010 because of the earthquake. The great consequence was the loss of some information in the database of registration and certification of the officers of the National Police... The good news is that this process has just been relaunched with a new technology much more secure. Currently, certification of the 22nd promotion recently released is almost complete. It is necessary to specify that the certification concerns both the police officers as well than civilian employees of the police.

The other important point that we wish bring to your attention, is the colossal project of training undertaken throughout the country for the benefit of the PNH.

Since Monday, for example, through a partnership between the UNPol, the PNH and the DEA (Drug Enforcement Agency) about 100 police officers from the ranks of the 22th promotion are trained in the fight against drugs at the Academy Police. In addition to this training, other students complete the 3rd module of formation of trainers on the techniques, of defense and arrests, fruit of the cooperation between France, the Haitian government and the UN mission.

In regions, including to Fort Liberté, the judicial police officers, who are a vital link in the criminal proceedings, they makes an update of their knowledge. This other training whose the UNPD is a partner, concerns the police officers, but also different judges often required to make findings on crime scenes. This training will continue in July to Jacmel and in August to Port de Paix."
