Haiti - FLASH : The Senate could be abolished in the new Constitution

On Wednesday, sociologist Louis Pierre, member of the Independent Advisory Committee for the development of the draft of the new Constitution, declared that the abolition of the Senate in the new Constitution constitutes a proposal from a group of specialists who analyze the document underlining "the Senate has no political justification" since deputies and senators come from the same electorate.

Let us recall that the Committee installed last October 30 by President Jovenel Moïse, is currently working on the first phase of the project and is planning consultations with experts to expose the main problems identified in the amended mother law of 1987. The committee is made up of 5 members Boniface Alexandre, ex-provisional president, Hérard Abraham, ex-general of the Armed Forces of Haiti (FAd'H) and academics : Mona Jean, Louis Pierre and Emmanuel Eloi Jean.

He indicated that the members of the Committee are in favor of a presidential system combined with a single legislative branch represented by the lower house. A presidential regime which implies a new political architecture in which the Prime Minister disappears in favor of a vice president appointed by the Head of State.

The Commission believes that a first draft Constitution will be available on December 30 for analysis by civil society, human rights organizations, churches, the media and the general public. The final text will be rewritten taking into account the considerations, proposals and reactions of these sectors.

Jovenel Moïse plans to hold a referendum on the new Constitution no earlier than the end of the first quarter of 2021, before the elections are held.
