Haiti - Diplomacy : Several MoU signed with the Dominican Republic
On Tuesday as part of his 6-day mission to the Dominican Republic, Haitian Chancellor Claude Joseph signed several memoranda of understanding in Santo Domingo between the Chancellor with his Dominican counterpart, Roberto Alvarez.

"The Governments of the Dominican Republic and the Republic of Haiti have left privileged communication channels open in order to put in place initiatives to provide solutions to the different situations facing the two countries," declared the Minister of Foreign Affairs Roberto Álvarez adding "For the Dominican Government, it is of the highest priority to establish a program for the future with Haiti [...] for the development and the benefit of the two Nations."

The two Ministers signed a protocol for the repair or replacement of the common pyramids 240, 241 and 251 https://www.haitilibre.com/en/news-32132-haiti-dr-bilateral-meeting-around-the-border-markers.html which identify the boundaries of the borders between the two countries at the same location established by the border delimitation agreements.

This protocol specifies that each country will appoint a technical commission which will carry out the topographical survey, the development of plans and models with a view to restoring these pyramids or any other possibly damaged, submerged or buried between the common pyramids 238 and 252. This commission will also prepare the provisional budget for the mobilization of essential equipment and machinery and the equitable distribution of costs between the two parties to achieve the aforementioned objectives.

Likewise, the Technical Commission will carry out all the interventions that lead to the installation of these pyramids, their safety and their adaptability to climatic and environmental conditions, in particular those created by the periodic flooding of the waters of Lake Azueï.

No later than two weeks after the signing of this protocol, the two parties will appoint the members of their respective commissions by means of a diplomatic note and no later than two weeks after their formation, they will start working at the border.

Another memorandum of understanding was signed concerning the relocation of certain Haitian communities which settled on the Dominican side of the border due to the rising waters of the border lake of Azuei.

In addition, the two Chancellors signed a memorandum of understanding for the strengthening of cooperation between the two countries. Migration, trade, environment and border security are the main themes included in this memorandum of understanding. In addition, they also promised to immediately reactivate their Mixed Bilateral Commission (CMB), created in 1996 to promote relations between the two countries and whose work has been interrupted on numerous occasions.

The two ministers stressed the need to maintain friendly and good neighborly relations, avoid tensions and work in favor of common interests.

Álvarez said there is a need to leave behind the historic grievances that prevent the two countries from achieving that bright future they could have if they work together toward the same end.

For his part, Chancellor Joseph stressed that bilateral relations also implied an "effort of mutual understanding and respect for the citizens of the two countries" aimed at "preventing or avoiding all situations of tension or conflict, which can only harm to the superior interests of the two Nations."
