Haiti - Economy : A Post Covid Economic Recovery Plan of 345 billion
Monday morning, at the Convention Center of the Bank of the Republic of Haiti (BRH) took place the official presentation of the Post Covid Economic Recovery Plan 2020-2023 (PRECOP) by President Jovenel Moïse in the presence of Prime Minister Jouthe Joseph, members of the Government, economists and important figures of civil society.

In his remarks, the Head of State declared "We made the bet and shared the dream of putting Haiti under construction, of reducing glaring social inequalities, of saying no to the unacceptable. It has always been the ideals of the popular vote that won me access to the Supreme Judiciary.

I congratulate all the actors of civil society, the private sector, the University, the development partners and all the executives who have contributed with enthusiasm and confidence to the success of this initiative. Together we can achieve the impossible !

This Economic Recovery Program is the bridge that will allow us to invest in growth, resilience and opportunities in order to lay the foundations for a new dynamic of sustainable human development.

PREPOC also aims to bring us back to a level capable of generating an improvement in per capita income and anchoring the country on the objective of emerging country as defined in the framework of Haiti's Strategic Development Plan.

The objective of PREPOC is to quickly bring us back to the level of economic activity that preceded the 'peyi lock' movement, to strengthen businesses, and then to propel and maintain growth at a sufficiently high stage [...]"


The Plan proposes an articulated and methodical response to correct the structural constraints and announce a growth dynamic while promoting the living conditions of the population and the strengthening of resilience. This is a strategic plan to revive the economy following the multiple shocks that the country has experienced since 2018 and which have been accentuated with the Covid-19 health crisis.

"Two major objectives are pursued through PREPO C:
- Stabilization of the macroeconomic framework
- The creation of conditions for relaunching economic growth and supporting the well-being of populations through the creation of decent jobs ”declared Prime Minister Joseph Jouthe.

PREPOC is based on 6 pillars of action https://www.haitilibre.com/en/news-32734-haiti-flash-overview-of-the-post-covid-economic-recovery-plan.html : Diversification of the economy and acceleration of growth focused on agriculture, industry, tourism and digital technology, the development of basic energy infrastructure services and the strengthening of the rule of law. Support for SMEs and job creation, human capital development and social inclusion, strengthening resilience to natural shocks are other pillars.

The total cost of PREPOC 2020-2023 amounts to 347 billion gourdes over 3 years. This is a way for the Government to address both the impact of the short-term health crisis and the medium and long-term development challenges.

"The PREPOC is intended as a tool for the establishment of a robust economy capable of responding to the challenges of the day and combating inequalities," declared Michel Patrick Boisvert, Minister of the Economy and Finance.
