Haiti - FLASH : Intervention of President Moïse before the UN Security Council 23/02/2021 08:00:01 Excerpts from President Jovenel Moïse's speech : "[...] I congratulate the Secretary-General for this comprehensive and balanced report that he presented to the Council on the situation in Haiti and in which he gives the measure of the political crisis which continues to hamper the proper functioning of institutions and undermines the country's stability. [...] [...] My Administration found an economic system which allowed the systematic plundering of the State by powerful oligarchs and the impoverishment of the population. To correct this state of affairs, we have proposed dialogue to the sectors concerned to find an operational consensus. They didn't want the system to change. We have therefore carried out reforms in energy, particularly electricity and the acquisition of petroleum products, the management and construction of road infrastructure. We put an end to currency manipulation and changed agricultural policy. We put an end to corrupt contracts [...] As a response, the corrupt oligarchs associated with the sore losers blocked by violence, for almost three years, the regular functioning of the Senate of the Republic preventing the ratification of Governments, the vote of the budget and the electoral law to facilitate the organization of elections for the renewal of political staff. Added to this, the 'peyi lòk' operation of the radical and violent opposition [...] caused serious economic damage with nearly 2.4 billion dollars and nearly 80,000 jobs lost [...] In four years, my Administration has had to deal with seven attempts to interrupt the constitutional order by violence. The violent attack on the Senate of our country on September 11, 2019 by radical opposition gangs [...] The creation of numerous gangs and a phantom terrorist group 509 formed by numerous police officers dismissed for drug trafficking and other crimes who attacked the national police, the prime minister, several ministries and other state institutions are among the dangers that our democracy has had to face in recent months. The latest is the attempted coup on February 7, 2021. [...] [...] This systematic rejection of political alternation through the ballot box constitutes a source of permanent tension [...] We are facing a political opposition which is devoid of democratic alternatives and of any credible social project for the population of the towns and countryside. It rejects the electoral route to gain power. If we have turned our backs on the dictatorship to embrace democracy as a political regime, we owe it to ourselves to submit to all its demands. Election is one of the fundamental rules of democracy. An elected must be replaced by another elected. [...] In strict compliance with the five-year constitutional mandate granted to me by the Haitian people and since my swearing-in on February 7, 2017 [...] I am pursuing the structural and institutional reforms essential to the consolidation of democratic gains, to the preservation of the rule of law and in-depth reform of the State so that it is finally at the service of the entire population and not of a small group. The ongoing constitutional reform process and the organization of elections at all levels during 2021 with a view to renewing political staff and ensuring democratic alternation on February 7, 2022 are part of this process. The April and September elections will indeed be an opportunity to decisively advance the democratization process underway in the country. Likewise, the constitutional reform that the whole country is calling for is becoming a reality […] The need for a new Constitution has been felt for a very long time […] It is a project of the Haitian people who aspires to real change. More than 86% of the population aspires to a new constitution according to the last two opinion polls carried out in the country at the end of the year 2020. [...] It will take time and patience to establish a lasting peace and security that has suffered for decades trauma and shocks. With the constant support of the Security Council and the international community as a whole, we are convinced that we can move forward on the march towards a peaceful and prosperous future for all."
