Haiti - Reconstruction : The program «Kay Pa’m» is launched
The project "Kay pa'm" was launched yesterday Tuesday, in presence of the President Michel Martelly, Charles Castel, Governor of the Central Bank and officials from the BNC and BPH.

With a fund of $ 100 million at the beginning (about 4 billion gourds), "Kay pa'm" has several objectives, among others, access to private property, promote the process of reconstruction or repair the residential buildings and allow the greatest number of Haitians to have their "home" declared Jean-Philippe Vixamar, Vice-Chairman of the Board of Directors of the BNC.

"...Kay pa'm is a program of home loan that was originally designed for public servants and we opened it to all the other employment categories provided that the person has a stable job and a guaranteed income. [...] The project pa'm Kay is not limited to the metropolitan area of ​​Port-au-Prince [...] if you want to fill out an application for Kay pa'm, you must go into any branch of the Banque National de Crédit or Banque Populaire Haïtienne [...] it's a mortgage, under the same rules of our credit general policy. I do not need to remind you that the property titles must be properly seated, we have an office of litigation that is there to analyze the property titles, if your property is not good, this may cause problems to access to Kay Pa'm..."

Steven Benoit considers that the program "Pa'm Kay" is a very good initiative, but believes that the amount allocated is clearly insufficient, given the demand for housing within the social category in question, namely the middle class. The Senator explained that living in apartments in Haiti is inevitable, "with 27 thousand square kilometers, the Haitian must make a habit of this lifestyle, especially since most people will never own alone, of a house." In favor of a logic of co-ownership instead to the funding for the construction of individual houses, the senator pointed out, that no law on co-ownership exists in Haiti.

During his speech the Head of State praised the memory of Guyto Toussaint "If Mr. Guiteau [assassinated June 12, 2011] leaves the project Pa'm Kay orphan, the legacy remains intact and fits perfectly into the vision of my presidency [...] This ambitious and innovative project, led by the BNC and BPH, is an eloquent example of what can achieve a dynamic and competent team when it work for the good of the community. Imagine how many people who work at the state level, public service, sleep under tents... Today, they have a door that is open to them [...] I think it's a first, I am very happy and I support this program 100%. [...] is a program to help people, so, every time they [the banks] will give credit to a person, this will be a pride for the bank, a pride for the history that we want create. [...] Rural housing, the majority in the country, will be the focus my concerns. Immediately operational, the project Kay Pa'm has the merit to strengthen my message about the urgent need to turn to the final reconstruction. The Head of State also announced the upcoming launch of an urbanization project and the rehabilitation of 16 popular neighborhoods related to the closure of six priority housing camps [red list]

Age 18 to 65;
Benefit of stable employment for at least three (3) years in the public or a private company;

Have a valid property title and hold a building permit, to apply for funding in order to build or renovate a house;
Does not appear on the list of the poor debtor of the system

Prerequisites :
The property titles will be subject to a preliminary analysis before any consideration of the funding request.
