Haiti - FLASH : The PM signed a «historic» consensus for an inclusive transition
On Wednesday, December 21, 2022, at the Karibe Hotel, Prime Minister a.i. Ariel Henry signed a new political agreement entitled "National consensus for an inclusive transition and transparent elections" with representatives of political parties, civil society organizations and members of the private sector.

The signatories of this agreement agree that "the 14-month transition period includes the new general elections to be held in 2023, the entry into office of a newly elected government on February 7, 2024 and the first year of the mandate of this first post-reform government."

This agreement provides, among other things, for the establishment of a High Council for the Transition (HCT) and a Body for the Control of Government Action (OCAG) which will be added to the government and will allow, under the terms of the agreement "a political balance"

Composition of the HCT :
The HCT, made up of 3 representatives chosen on a consensual basis: Calixte Fleuridor, from the Protestant Federation of Haiti, will represent civil society, Mirlande Manigat will represent political parties and Laurent Saint Cyr will represent the private sector, will meet at least once a months, with the Prime Minister. All its decisions are taken by consensus or failing that, by simple majority vote, transmitted in the form of resolutions to the Council of Ministers where the HTC participates without voting rights.

Role of HTC :
Participates in the choice of members of the Provisional Electoral Council (CEP), those of the Committee of Experts for the revision of the Constitution, in the reconstitution of the Court of Cassation, in ministerial reshuffles, changes in the senior management of the administration public and in the reforms of Haitian diplomacy.

Role of OCAG :
The Government Action Control Body (OCAG) is responsible for ensuring compliance with the rules of good management and transparency in public governance.

According to this agreement, Ariel Henry will remain as Prime Minister until February 7, 2024 "[...] The Government, headed by the Prime Minister, exercises executive power. He enforces the decisions of the Government he directs. At the signing of this national consensus, it evaluates, in consultation with the HCT, the composition of the governmental authorities and makes the necessary changes at the level of the government and the senior management of the public administration”, stipulates the text of the agreement.

The Government and the HCT will develop the roadmap for the transition; within a period not exceeding one month after taking up their duties

In addition, the signatories declare themselves in favor of the immediate international security assistance requested on October 9, 2022 https://www.haitilibre.com/en/news-37831-haiti-flash-towards-a-foreign-armed-intervention-in-haiti-to-eliminate-gangs.html by the Government in order to allow the organization of the elections.

It should be noted that according to this agreement, "[...] the Prime Minister and the Ministers cannot participate in the next elections. OCAG members cannot participate in the next elections, unless they resign 6 months before the elections are held; the term of OCAG expires when a newly elected Government takes office; the mandate of the HCT continues until the end of the first year of the mandate of the first post-reform Haitian government.”

Ariel Henry welcomed the adoption of this "consensus which he describes as historic".

"This national compromise is only a first step, a first step in the right direction. We must now bring to the nation the proof of our goodwill by quickly setting up our democratic institutions, and to return the direction of the affairs of the country to elected officials chosen knowingly by the Haitian people within the framework of free , inclusive and transparent elections."
