During his speech, the Head of Government addressing the new soldiers said : Speech by Ariel Henry: "[...] This ceremony should be an opportunity for us to engage in a serious national debate, without complacency on the future of the Armed Forces of Haiti, its mission, its doctrine, its rules of engagement, its size, its funding, the share of our budget to devote to it. It will be up to you, through your behavior, to ensure that our compatriots once again trust the Army and are proud of it. You will also have to serve them in natural disasters, hurricanes, floods, earthquakes, by actively participating in relief operations and the delivery of emergency aid. As soon as we have restored the security environment essential to a return to the normal functioning of our democratic institutions, the demand will be great for an Army offering more services in various fields to the population. The General Staff will have to prepare you to answer them to the satisfaction of our compatriots. The actions of armed gangs go beyond organized crime and increasingly resemble acts of war against citizens, against businesses, against the national economy. To respond to this, we either need to further militarize the police, as is increasingly being done in various countries, or have a trained, trained and equipped military corps with modern means that is able to intervene, according to previously well defined. In carrying out your duties, you will have to stay away from partisan political struggles. You will have to avoid letting yourself be manipulated either by politicians or by financial forces or by traffickers of all kinds.
