Haiti - Politic : Accreditation of Faculties of Medicine, First meeting of the Working Group
No medical school in Haiti is on the latest accreditation list unveiled by the Educational Commission for Foreign Medical Graduates (ECFMG) for the United States and Canada https://www.icihaiti.com/en/news-39108-icihaiti-flash-faculties-of-medicine-in-haiti-are-no-longer-accredited-for-the-united-states-and-canada.html . Remember that accreditation is a requirement made by an institution to all faculties wishing to have diploma validation in a given country.

In order to remedy this situation, the Ministries of Education (MENFP) and Public Health (MSPP) have set up a working group of 11 members (5 representatives of the MENFP and 6 representatives of the MSPP) on the governance of public health institutions teaching in health sciences and the problem of the accreditation of Faculties of Medicine in Haiti.

Working group, list of members :
1. Dr. Hervé BOURSIQUOT, Director General of the National Office for Partnership in Education (ONAPE) and Vice-President of the National Commission for Science, Technology and Innovation (CoNasTI);
2. Dr. Evens EMMANUEL, President of the National Commission for Science, Technology and Innovation (CoNasTI);
3. Nadine HENRY, Inspector General of the National Education Administration;
4. Dr. Jean Judson JOSEPH, Director of Higher Education and Scientific Research (DESRS of MENFP);
5. Antoine PHIGAREAU, member of the National Commission for Science, Technology and Innovation (CoNasTI);

Monday, April 10, 2023, The Working Group on the Governance of Health Sciences Educational Institutions and the Problem of Faculties of Medicine in Haiti held its first meeting with the rectors and deans of 7 universities with faculties of medicine duly authorized and recognized by the Ministries of Education and Health.

For this first meeting, the problem of accreditation of higher education institutions in the health sciences was discussed with regard to the respective implementation of the Regional Convention on the recognition of studies, titles and diplomas of Higher Education in Latin America and the Caribbean (October 23, 2022) and the Global Convention on the Recognition of Qualifications concerning Higher Education (March 5, 2023).

Ministers Nesmy Manigat (Education) and Alex LARSEN (Health) took part in these exchanges.

"We will no longer be able to stay away from the major sets of equivalence, recognition and validation of titles," declared Minister Manigat who recalled the efforts made by other regional countries to comply with the accreditation standards.

For his part, Minister Alex Larsen returned to certain normative texts drawn up by the Ministry of Health with the idea of better supervision of the teaching of health sciences. But the situation being what it is, he thinks that we must put order in the sector and move forward on the right foot in order to preserve these institutional achievements in academic matters.

The message delivered, during this meeting, by the two ministers, consists in advancing gradually and in a consensual manner towards the establishment of minimum standards allowing to move towards the creation of a national system of accreditation of faculties of medicine. , which should strengthen their ability to submit, later and more easily, to regional and global rules.

Each participant in this meeting left with a set of legal and administrative documents dealing with the recognition of educational institutions in the health sciences. Each of them was given a Self-Assessment Guide which they will have to return to the Working Group during the meeting scheduled for 25 April.
