Haiti - Politic : The former PM Claude Joseph wants to sanction by Haiti, 53 Dominican personalities (list)

On these lists are found the current President of the Republic, Luis Abinader, and the former Presidents Leonel Fernández and Hipólito Mejía as well as the President of the Chamber of Deputies, Alfredo Pacheco, and the President of the Constitutional Court, Milton Ray Guevera. Representatives, senators, former legislators, lawyers, civil servants, mayors and others are also included.

"The Secretariat of former Prime Minister Claude JOSEPH presents its compliments to the Council of Ministers of the Republic of Haiti and, referring to Articles 149, 138, 139, and 140 of the Haitian Constitution, has the honor to ask him to please sanction the Dominican personalities mentioned below for the following reasons: threat to the national security of the Republic of Haiti; threat to the peace and security of the Island of Haiti and the entire region; large-scale corruption; laundering of assets; embezzlement of public funds; illicit enrichment; squandering of PetroCaribe funds; prevarication; embezzlement; tax evasion ; international drug trafficking; hate speech, racist behavior and discriminatory practices against Haitians; conspiracy ; instrumentalization of the Haitian crisis; support for corrupt oligarchs in Haiti; systematic violation of the human rights of Haitian migrants in the Dominican Republic; massive, inhuman and blind deportations against Haitians; and ignorance of the right to nationality on Dominican territory.

Haitian Constitution 1987 amended, articles quoted by Claude Joseph:
Section 138:
The President of the Republic is the guarantor of National Independence and Territorial Integrity

Section 139:
It negotiates and signs all international treaties, conventions and agreements and submits them to the National Assembly for ratification.

Section 140:
In declares war, negotiates and signs peace treaties with the approval of the National Assembly.

Section 149:
In the event of the vacancy of the Presidency of the Republic either by resignation, dismissal, death or in the event of duly established permanent physical or mental incapacity, the Council of Ministers, under the chairmanship of the Prime Minister, exercises the Executive Power until the election of another President.

In this case, the ballot for the election of the new President of the Republic for the time that remains to run takes place sixty (60) days at least and one hundred and twenty (120) days at most after the opening of the vacancy, in accordance the Constitution and the electoral law.
