Denouncing the various abuses that constitute the "modus operandi" of criminal gangs in the country, the Minister warned that these terrifying acts also affect neighboring States and those in the region, particularly in terms of migration. "Haiti is in danger and needs emergency assistance from the great United Nations family to get out of this turbulent zone," he added, saying he was waiting for the fulfillment of the promises of cooperation made to the Haitian government. As important as they are, however, they will not be enough to respond to the current reality, warned Généus, for whom the use of force, as a "first step", is essential to defeat the gangs and restore order. The use of this "legitimate violence" alone, however, will not be enough to solve the problem, continued the Minister, who called for taking into account socio-economic development to tackle extreme poverty in a sustainable way, "source of all evil". He explained the latter by a "heavy legacy" resulting from a complex set of socioeconomic and political factors, not to mention epidemics and natural disasters. While the national economy has contracted throughout the last five years, with a negative growth rate and uncontrollable inflation, 4.9 million people today find themselves in food insecurity which has reached a level record, he warned. Généus noted that the normal functioning of democratic institutions was an indispensable condition for emerging from the doldrums. He affirmed that Prime Minister Daniel Henry intended to move "inexorably" towards the process of normalization of political life despite the enormous security challenge. He argued that, in accordance with the agreement of December 21, 2022 for a national consensus, the High Transitional Council had been constituted, the Court of Cassation completed and the course set for the formation of the provisional electoral council, an independent body responsible for the realization of the elections. Referring then to the sanctions regime established by resolution 2653 (2022), the Minister commended the Sanctions Committee for the work already accomplished and encouraged the Panel of Experts to expedite its work in order to quickly achieve the publication of the list of all those who fuel instability. He also noted that the sanctions imposed by Canada, the United States and the Dominican Republic are starting to produce encouraging effects, even if the gangs seem to be gaining strength. But, to restore public order and respond to the major socio-economic challenges, the Haitian Government is counting first on robust international aid to the National Police of Haiti, reaffirmed Généus, who launched an urgent appeal for cooperation to help securing the country and supporting it financially, in the medium and long term.
