Haiti - FLASH : The US Congress passes a law on the transparency of criminal collusion in Haiti

On Tuesday July 25, 2023, the United States Congress unanimously adopted the bill entitled "HR 1684/Haiti Criminal Collusion Act", a text which requires transparency on the sanctions of the United States against gangs and members of the Haitian private sector. .

This bill requires the Department of State to provide an annual report to Congress on ties between criminal gangs and political and economic elites in Haiti.

The bill also requires the President to impose visa- and property-blocking sanctions on certain individuals identified in the report

The report must, among other things:

Identify prominent criminal gangs in Haiti,
List Haitian political and economic elites that have links to criminal gangs,
Assess how collusion between Haitian political and economic elites and criminal gangs threatens the Haitian people and U.S. national interests, and,
Assess what actions the governments of the United States and Haiti could take to address those threats.

Let's remember that the US President can waive sanctions in certain circumstances.

The next steps before being an effective law are the US Senate, then the Presidency.
