Haiti - Education: Promises of Secretaries of State of the Ministry of Education
Reginald Paul, Minister of Education and Vocational Training, has installed yesterday the Secretaries of State : Ms. Marina Gourge to the Vocational Training, and Jean Claude François to the Higher Education.

Extracts from the speech of installation of Minister Réginald Paul :
"..Madam and Mister the Secretaries of State, let me remind you that your effective installation [...] is an important step in the implementation of a viable plan, which should help the sub-sectors of education, in their quest for reforms as wished by His Excellency Michel Joseph Martelly that His Excellency the Prime Minister Garry Conille [...] the task ahead is enormous [...] your skills, your knowledge of the environment and of the real situation of your sub-sectors, I hope, will help you to mark them on your tracks, like the very first Secretaries of State for Higher Education and Vocational Training.

You will also have to implement the government policy relative of the development of these sub-sectors, is in this sense, that we must work in synergy, to design and put in place the Haitian of the higher education, to ensure the mobility of students, teachers and researchers all over Haiti, and the improvement of services offered including training and research.

You will agree with me Madam and Mister the Secretaries of State, that the needs are immense in the education sector in general, which still lacks adequate resources to meet the prescribed constitutional, to provide the country that we all cherish, of centers of higher education and vocational training, for the comprehensive and sustainable development of our society.

In this sharing of citizens responsibilities, I wish you success in your respective duties."


Extracts from the speech of Marina Gourge, Secretary of State for Vocational Training :
"my installation has, as part of the educational program of the Government of the Republic, a significance of the utmost importance, as it embraces in its substance, a theme dear to us all, that of the vocational training. It is important to note and to emember that the creation of the Secretariat of State of the vocational training, meets well the objectives of program of His Excellency Michel Joseph Martelly, regarding the priorities of the education sector [...]

...when you consider as the professional training is a factor of human and social development and that it is the role of the state, to guarantee to all citizens an equal access to this training, in view of national development, the role of the Secretariat of State is of paramount importance. I assure you already, my total collaboration, in order to achieve together the objectives of this great crusade, that required the professional training. Indeed, a better governance of this sector and the clear desire of all stakeholders, should be the basis of this national enterprise. We note here, Mr. Minister, that on the territory of the Republic, there is already a range of institutions of professional and technical training centers that it is important to note, it is necessary to quote among other : those of Norrth, of the Artibonite, West, South, Southeast, of the Grande-Anse, Northeast and Northwest that will the object of our greatest concern, both from the point of view of training, of the educational programming that the availability of equipment and materials required for proper operation.

The creation of the Secretariat of State, is timely and meets a set of prerequisites that will enable the country to move towards sustainable development. This is to say, that the vocational training, is a necessity and a national need, that the trade, industry and private sector call for all their wishes. This Secretary of State will therefore include all young people, that beyond the classical training, want to opt for a technical and vocational training ..."


Extracts from the speech of Jean Claude François, Secretary of State for Higher Education :
"...With reference to your inaugural address Mr. Minister, I draw from it the necessary inspiration to participate, under your guidance to the work of higher educationtowards a better governance and a structure significantly improved.

The government, by creating the Secretary of State for Higher Education, which I have the honor of being the first owner, recognizes the importance of higher education in the social, cultural, economic and political development of the Nation. Having decided to engage, in a decisive and concrete manner, towards the effective improvement of the quality of supervision of institutions of higher education, towards a better status for the function professorial, in the spirit also, to address the precarious condition of the student, the government mandates the Secretary of State for Higher Education, of the fundamental mission to develop with all stakeholders of the sub-sector, a vision and concerted action leading to the reshaping of higher education and the promotion of research and services to the community [...]

...This mandate includes, inter alia: the establishment of a university governance structure, the supports to the reform of the State University of Haiti, the supervision of public universities, the support to the rationalization of private offer of higher education, facilitating the qualification of the teaching staff, the adoption of incentives to mitigate the loss of students, the regional extension of higher education, the creation of a national fund for the reconstruction of Universities destroyed by the earthquake of January 2010, finally establishing a system for the promotion to the research and innovation [...] all this, we understand it, are perspectives that mobilize not only an important means, but above all, the cooperation of all those interpellated by this vision of change, for the betterment of higher education and ultimately the population. Mr. Minister, I am I look forward to working with you, on the materialization of the government's desire to bring out this major project, to the construction and success, to which we are all invited..."
