Haiti - UN : Haiti and DR clash diplomatically over mass expulsions

On Tuesday, October 22, 2024, during the UN Security Council session, Haiti and the Dominican Republic clashed diplomatically again over the issue of mass deportations of Haitians in an irregular migratory situation living in Dominican territory https://www.icihaiti.com/en/news-43475-icihaiti-dom-rep-27-353-haitians-deported-and-repatriated-since-october-3rd.html

In his speech, Haiti's Ambassador to the UN, Antonio Rodrigue, declared "[...] I firmly deplore the alarming situation of mass deportations of our compatriots by the Dominican Republic [...] Haiti, in accordance with the law and Article 2 of the United Nations Charter, fully recognizes the right of the Dominican Republic to exercise its sovereignty over its territory, particularly in the management of migratory flows. However, this sovereignty must be exercised in compliance with international standards, particularly those relating to human rights.

The practices of mass deportations of Haitian nationals by the Dominican authorities are not only violations of fundamental rights, but they are also contrary to international instruments. These deportations go against the bilateral agreements signed between Haiti and the Dominican Republic, in particular the 1999 Protocol of Understanding on repatriation mechanisms.

Haiti strongly denounces these practices and calls on the international community to intervene. As a founding member of the United Nations, Haiti reiterates its commitment to the principles of peaceful resolution of disputes, as prescribed by international law, and calls for international solidarity to put an end to these serious violations of human rights, which fuel tensions and hinder peaceful relations between the two nations. [...]"

Roberto Álvarez, the Dominican Minister of Foreign Affairs recalled that, given "the incessant flow of irregular migrants into the country and the potential risks that the violence generated by organized crime in Haiti crosses the border," the Dominican Government has taken the decision to intensify the deportations of Haitians in an irregular situation.

Recalling "Today, we have 147,000 Haitian students in our schools at the elementary and primary levels; 16% of the Dominican Republic’s health budget has been dedicated to Haitians. There are limits !

[...]"

"The Dominican Government cannot accept the insane call to stop repatriations, because that would be tantamount to declaring the border open, thus encouraging greater irregular migration to our country, we will never allow that [...]"
