Haiti - Venice Commission : Statement by Frinel Joseph, member of the CPT 08/12/2024 09:10:40 Excerpts from Frinel Joseph's Speech : "[...] Ladies and Gentlemen, Haiti is going through an unprecedented multidimensional crisis. Faced with these challenges, the Transitional Presidential Council is resolutely committed to laying the foundations of a solid rule of law through two major priorities: 1. Constitutional reform to modernize our institutions, strengthen the separation of powers and guarantee better citizen representation; 2. The organization of credible general elections in 2025, essential to restore democratic legitimacy and political stability. A key point of these initiatives is the Transitional Administration's commitment to promote a more balanced representation of women in the Haitian political landscape. In this regard, we are proud to announce that the Electoral Council is now complete, with the recent appointment of two new members, bringing to 4, the number of women (out of 9 councilors) sitting within this key institution […] [...] On the security front, despite the low numbers in the Haitian National Police, the Haitian Armed Forces and the Kenyan troops, significant progress has been made. Thanks to these joint efforts, some areas previously considered lawless have been recovered, marking an important step towards the restoration of order and public security. This progress, although encouraging, requires increased support to ensure its sustainability and its impact on the democratic process. The 1987 Constitution, although historic, requires profound adjustments to meet current needs. The referendum planned for the coming months represents a unique opportunity to consolidate our institutional framework and restore citizen confidence. At the same time, we are working towards inclusive and transparent elections that will allow the Haitian people, men and women, to freely choose their representatives. These two projects, which are crucial for restoring public confidence and strengthening our institutions, are at the heart of the Transitional Administration's priorities. [...] To meet these challenges, we have committed [...] nearly half of the necessary resources in the 2024-2025 national budget. This funding demonstrates our determination to succeed in these crucial steps, because organizing the constitutional referendum and holding general elections as soon as possible are one of the Transitional Administration's greatest priorities. Madam President, We also wish to reaffirm the Haitian Government's desire to guarantee the right to vote for Haitians living abroad. The diaspora, which plays an essential role in the economic and social development of our country, must be able to actively contribute to building a democratic and inclusive Haiti. We are working to remove the administrative and logistical obstacles that hinder their electoral participation, because their involvement will strengthen the legitimacy and representativeness of the institutions resulting from the 2025 general elections. However, to ensure the success of these reforms and the smooth running of the general elections, the financial support of the international community remains essential. Although we have already mobilized significant internal resources, the needs exceed the current capacities of our State.
