Haiti - FLASH : An important page of diplomatic history has been written between Haiti and Colombia
On Saturday, December 21, 2024, an important page in the diplomatic history between Haiti and Colombia was written with the holding of a binational Council of Ministers, in Riohacha, Department of La Guajira (Colombia), marked by a common desire to establish mutual cooperation in key areas.

This historic meeting allowed the two nations to strengthen their strategic partnership and address topics of capital importance for the bilateral agenda, including peacebuilding, institutional strengthening, economic and commercial cooperation, justice, public security, migration and technical, educational and cultural cooperation.

The Haitian delegation led by Leslie Voltaire, President pro Tempore of the Transitional Council composed of Ministers: Jean Harvel Victor JEAN-BAPTISTE (Foreign Affairs), James MONAZARD (Trade), Ketleen FLORESTAL (Planning), Antoine AUGUSTIN (Education), Jean Michel MOÏSE (Defense), Georges Wilbert FRANCK (Social Affairs), Herwill Gaspard (Solidarity and Humanitarian Affairs), Alfred METELLUS (Economy), and Vernet JOSEPH (Agriculture), as well as their counterparts and Colombian President Gustavo Petro took part in this bilateral Council.

Main Agreements and Resolutions :
Political Affairs :
The Council welcomed the efforts of the Transitional Presidential Council to stabilize Haiti and reiterated Colombia's commitment to support these initiatives within regional and international organizations.
Economic and commercial promotion.

The discussions resulted in commitments to strengthen trade between the two countries. Haiti expressed interest in diversifying food and industrial supplies from La Guajira, with the active support of Colombia.

Technical, educational and cultural cooperation :
Both parties highlighted the importance of the memorandum of understanding signed on December 18, 2024, between the Ministry of Education and Vocational Training of Haiti and the National Apprenticeship Service (SENA) of Colombia. This partnership aims to strengthen vocational training and encourage cultural exchanges, particularly between Jacmel and Cartagena.

Public security :
Strengthened cooperation was agreed in the fight against transnational crime and migrant trafficking. Colombia committed to providing technical training to the Haitian National Police (PNH), particularly in intelligence, counterintelligence and community policing.



Migration :
The Council highlighted the importance of a united and humane management of Haitian migration in Colombia. The two countries committed to accelerating the entry into force of the 2019 agreement on visa exemption for holders of diplomatic and official passports.

On the same day, President Gustavo Petro met with Leslie Voltaire, President pro tempore of the Transitional Council and part of his cabinet, to discuss issues of security, food and education.

"A very productive meeting where different issues of commercial development, investments, economic development, security collaboration, education, food security and humanitarian aid were discussed," said Colombian Foreign Minister Luis Gilberto Murillo, adding "It was the first expanded binational meeting, which had never taken place in history."

In this sense, he assured that with this "[...] begins a new path of collaboration between the two countries, recognizing, as President Petro said, the role of Haiti and thanking him for his contribution to independence."

This meeting concluded with an official invitation from Haiti to President Petro for a visit to Haiti, strengthening the historical and friendly ties between the two countries.
