A measure that freezes for the moment $13.3 million in aid out of the $15 million already paid to contributors' funds by Washington (1.7 million having already been spent).

Secretary of State Marco Rubio has proposed an exemption for the rescue programs, but confusion reigns over what qualifies for an exception to the freeze.

This measure is part of President Trump's suspension of freezing all foreign aid for 90 days, the time for a complete review of these investments and to ensure that they are in line with new American policies. A measure that notably suspended the operations of the main aid agency of the American Government, USAID.
