![]() Haiti - FLASH : Migration protocol active in 33 Dominican public hospitals (list), first expulsions 23/04/2025 09:31:48
Authorities have identified 33 public hospitals that will be prioritized for these actions, as they receive the largest number of foreign patients, primarily from Haiti. This initiative aims to organize healthcare services provided to foreign patients, ensure compliance with current migration regulations, and contribute to the sustainability of the national hospital system. Migration inspectors and agents (two per hospital) will verify that patients have a valid ID, a certificate or letter of employment, proof of residence in the country, and that they are responsible for paying for the services received. Otherwise, they will receive medical care and, once recovered, will be repatriated in accordance with the provisions established by the executive branch. According to Mario Lama, Director of the National Health Service (SNS), this new protocol ensures that essential medical care is provided adequately, respecting the rights of foreign patients and in coordination with immigration authorities for its proper implementation. The costs of health services are related to inputs and medications used in the service. Other costs related to care (medical fees and administrative costs, among others) are exempt. If the patient requires medication essential to their condition, it will be provided for the continuity of their care. Similarly, medical personnel will issue a medical certificate as required by the case, their discharge note or medical file, and the medical indications. The Director General of Migration, Vice Admiral Luis Rafael Lee Ballester, reaffirmed that this policy would be implemented with due respect for procedures and human rights, particularly for vulnerable cases such as minors, pregnant women, and critically ill patients. Prior to its implementation, the Director General of Migration, in coordination with the National Health Service (SNS), organized a protocol familiarization workshop with the healthcare, administrative, and security staff of the affected hospitals, in order to define the technical criteria and train the teams involved. Initial Results : On Tuesday, the second day of the implementation of the new migration measures in hospitals, the Dominican government announced the expulsion of 87 Haitian women who were pregnant or had recently given birth and who were in Dominican hospitals, as part of the new migration control measures. The Immigration Office reported that during the first day of the measure, 48 pregnant women and 39 others who had recently given birth, as well as 48 minors, were transferred to a migrant center and transported by bus to the border, where they were received by Haitian authorities. The Director General of Immigration, Luis Rafael Lee Ballester, oversaw the repatriation procedures, personally reviewing the conditions and evaluating each case individually, with the aim of offering appropriate solutions based on the specifics of each case.
