Haiti - Education : Workshop on the redesign of the Practical Guide for School Administration
A five-day workshop on the overhaul of the Practical Guide to School Administration (GPAS) concluded on Friday, June 6, 2025. Organized by the Ministry of National Education, this hybrid workshop brought together in person more than twenty Ministry officials and representatives of partner institutions such as the Federation of Protestant Schools of Haiti (FEPH), the Episcopal Commission for Catholic Education (CEEC), and the Haitian Foundation for Private Education (FONHEP). The activity was also held via videoconference.

The main objective of this five-day workshop was to update and enrich sections of the Practical Guide to School Administration (GPAS), a document that is over 25 years old. With this objective in mind, participants conducted an in-depth reading and analysis of the document, which is due to be revised in both form and content. "The Ministry is listening to the recommendations of school principals. The good news today is that, together with its partners, the Ministry has decided to update and adapt the GPAS, which serves to guide the management of school principals," said Kendy Nicolas, Director of Basic Education (DEF), during the workshop's inaugural ceremony.

Given the changes currently taking place in the Haitian education system, particularly in terms of Information and Communication Technology (ICT), Nicolas believes it is absolutely essential to update and supplement the GPAS so that this document is consistent with the ongoing educational reform.

This document, initially designed for primary schools, focused on the administrative aspect. It must now also take into account the complete three-cycle basic education system, the social aspect, the pedagogical aspect, and the community aspect, with a particular emphasis on local management. In this context, Judit Michel, head of the "Avni Nous" project, deemed it necessary to update this document to bring it into line with current realities.

Christian St-Fort, Executive Director of the Federation of Protestant Schools of Haiti (FEPH), emphasized that this activity is the result of significant collaborative work involving the Ministry, through the Directorate of Basic Education (DEF), the French Development Agency (AFD), Expertise France, the Episcopal Commission for Catholic Education (CEEC), the Haitian Foundation for Private Education (FONHEP), and the Federation of Protestant Schools of Haiti (FEPH).

He emphasized the importance and timeliness of this issue, as the management practices of primary school principals have always been a major concern for the Ministry and its partners. He believes that the obsolescence of the GPAS risks leading to inconsistencies in the education sector. This workshop allowed participants to analyze the reports of the consultations conducted with school principals and school inspectors. It also provided an opportunity to present the new organization of the Guide, to draft the new chapters in accordance with the recommendations of school supervisors, to design and develop administrative and educational management sheets and tools related to the new chapters, and finally, to work on formatting the first revised version of the Guide.

During a second workshop, the new version of the Practical Guide to School Administration (GPAS) will be submitted to the Ministry's partners for social validation. Following approval by the highest education authorities, a digital application will be developed to facilitate wider dissemination of the document and ensure its access to the entire educational community.

Once this document is adopted by school principals, inspectors, and other stakeholders, the Ministry hopes to:

1. Update school management practices (The revised GPAS will incorporate the latest advances in administrative and pedagogical management, providing educational leaders with modern tools adapted to current realities);

2. Harmonize procedures and practices (The GPAS will establish a standardized framework for school management, ensuring the uniform application of administrative and pedagogical practices in both public and private institutions);

3. Strengthen the skills of school managers (Principals, inspectors, and other officials will benefit from clear guidelines for the management of human, material, and financial resources, thanks to practical factsheets included in the GPAS);

4. Integrate reforms and new regulations (The GPAS will incorporate recent reforms and new regulations in the education sector, ensuring that all schools comply with the Legal provisions of the MENFP);

5. Optimizing educational management (A specific chapter, aligned with the Curriculum Orientation Framework, will be devoted to educational management);

6. Increased accessibility through digitalization (The digital version of the GPAS will facilitate access, consultation, and sharing);

7. Improving the operational efficiency of schools (The redesigned GPAS will contribute to better organization and management of schools through clear procedures and efficient tools);

8. Promoting collaboration between stakeholders (The redesign process, involving various stakeholders in the education system, will strengthen collaboration and synergy between the various technical departments of the Ministry, supervisory bodies, and schools).
